Am I at fault for an intersection accident?

Im in the intersection waiting to make a left turn onto another road. The light turns yellow and I watch the oncoming traffic slow and I make the left turn. In the middle of my turn I was struck on the right side of my car from someone in the oncoming traffic. It looked like the guy was trying to run the yellow light and didn't hit me and I didn't see him or I would not have moved. Not sure how all this accident stuff works cuz this is my first accident. can you help me understand.
